President Biden is anticipated to recommend several amendments to the U.S. Constitution on Monday, fulfilling his pledge to reform the Supreme Court, as outlined in a recent report.
In a notable shift from his previous resistance to modifying the Supreme Court, Biden declared on Wednesday that reforming the court would be a priority for the remainder of his presidency. He announced on Sunday that he would not pursue re-election following significant pressure from Democratic leaders urging him to bow out after a heavily criticized debate performance in June.
It is expected that the president will suggest implementing term limits for justices on the Supreme Court, which would necessitate a constitutional amendment. Additionally, he aims to establish an enforceable ethical code for justices, which could be established by Congress, according to a report from Politico.

Biden is also likely to support a constitutional amendment that would limit the immunity of presidents and certain other officials following the Supreme Court’s ruling in July that presidents are protected from prosecution for “official acts” during their time in office. This ruling originated from a case involving former President Trump.
The framers of the Constitution deliberately made the amendment process challenging. Any proposed amendment must achieve a two-thirds majority in both the House and the Senate before being sent to the states for ratification, where it requires approval from three-fourths (38 out of 50) states to become law.
“Today’s ruling continues the court’s recent trend of undermining established legal principles in our country, affecting voting and civil rights and restricting women’s rights, culminating in this decision which threatens the rule of law,” Biden stated in public comments following the Supreme Court’s ruling.

According to Politico, the details of the proposal are not yet finalized and might still be subject to change. The White House has not yet responded to a request for comment.
Biden emphasized that Supreme Court reform is “essential for our democracy” during an address from the Oval Office on Wednesday, where he elaborated on his decision to withdraw from the 2024 election.
