President Biden described House Speaker Mike Johnson as “dead on arrival” during an unusual exchange with a reporter this past Monday.
This interaction occurred shortly after Biden urged Congress to establish term limits and a code of conduct for the Supreme Court. Earlier that day, Johnson criticized Biden’s suggestion to “radically overhaul the U.S. Supreme Court,” claiming that such actions would “distort the balance of power” and undermine the rule of law.
“This proposal represents the culmination of the Biden-Harris Administration and the ongoing attempts by Congressional Democrats to delegitimize the Supreme Court,” asserted the Louisiana Republican. “Their push to expand and pack the Court will be revived shortly.”
“It’s revealing that Democrats seek to alter a system that has been foundational to our nation since its inception, simply because they oppose certain recent rulings by the Court,” he continued. “This reckless maneuver from the Biden-Harris Administration is dead on arrival in the House.”

Upon being asked for his reaction after arriving in Austin, Texas, on Monday afternoon, Biden provided a somewhat unclear response.
“Mr. President, House Speaker Johnson claims your Supreme Court reform is ‘dead on arrival.’ What’s your reply, sir?” a reporter asked.
“Who said that?” Biden asked.
“Speaker Johnson mentioned it’s ‘dead on arrival,’” the reporter reiterated.
The president replied, “I believe that’s what he is.”

When the reporter sought further explanation, Biden reiterated his comment.
“That he is – dead on arrival,” he remarked.
The president then expressed his determination to “find a way” to pass his proposed significant changes to the Supreme Court.
About an hour later, Biden provided a clarification during a speech, stating that he was referring to Johnson’s mindset.
“The Republican Speaker of the House indicated that anything he proposes is dead on arrival,” Biden told the audience. “I believe his perspective is dead on arrival.”
